To give it context, Waterloo Bridge has just become part of Quietway 1. Quietways <a href="https://tfl.gov.uk/travel-information/improvements-and-projects/quietways">are</a> "routes which will overcome barriers to cycling, targeting cyclists who want to use quieter, low-traffic routes, providing an environment for those cyclists who want to travel at a more gentle pace."<br />

The start of the bridge southbound from Westminster, albeit not perfect, isn't bad. There is however a significant issue for the Quietway towards the exit from Waterloo Bridge.<br />

Despite being an enormously experienced London cyclist, I don't enjoy this section and I know that it doesn't appeal to the people I give cycle training to.<br />

Independently of the Quietway, Transport for London have just started <a href="https://consultations.tfl.gov.uk/roads/waterloo-roundabout/">consulting</a> on plans to turn Waterloo Roundabout into a peninsular and improve the space for active travel (walking and cycling). It is clear that a lot of careful and good work has gone into the plans, but the same problem remains .<br />

The plans don't provide Quietway quality space for cycling until after the bridge end, and even then the queuing space at a red light is tight for the increased number of people who will be cycling here.</div>

According to TfL the problem is that the width available between the pedestrian ramps on each side of the bridge doesn't allow for the provision of a dedicated cycle lane alongside lanes for motor vehicles. </div>

Building a wide footbridge (green line below) between the approach to the pedestrian ramp (black) and Kings College would provide a wider and direct route for pedestrians away from traffic at the same gradient as the current pavement. A Quietway quality cycle track can then be created, combining the current pavement space and a narrow strip of the road, to the benefit of drivers, cyclists and pedestrians using the bridge. I don't think it would be difficult in engineering terms or particularly expensive</div>

Below, the view from outside Kings College towards Waterloo Bridge - I don't think a new pedestrian bridge here would wreck it. A small downside, depending on detailed design, is that tall vehicles (coaches for example) may no longer be able to use the on-ramp from Upper Ground to the former roundabout, but there are many other exits from Upper Ground and Belvedere Road they can use.</div>

The Castle Leisure Centre opened at Elephant and Castle last year and I have been to the pool there many days this year. There are bins throughout the centre, with recycling ones next to general waste bins. I've been amazed over the months at the failure of people to sort their rubbish. Those people who bother to put empty shampoo or water bottles in the bin seem to do this randomly, about half go in the bin labelled plastics and half in the general waste bin adjacent.</div>

Look inside the bins though and you can see that people just don't care at all. There is no appetite amongst consumers to take the tiniest step to sorting their rubbish. They just bung it in a random bin or drop it on the platform.<br />

I can't see any other option than to transfer legal responsibility to the manufacturers and retailers to resolve the waste problem their products create, and so what if it means they must pay people, either directly or via taxation, to sort the waste. The businesses will also need to pay for the cost of enforcement, with significant penalties for non-compliance.<br />

Firstly though, why is Brook Drive a rat-run in the West-East direction? Google map directions reveal all. Drivers from Westminster Bridge or Lambeth Bridge to the Walworth Road are directed via Brook Drive and Dante Road rather than the designated A roads.<br />

The immediately neighbouring enclave of back streets, in grey below, around Walcot Square and St Mary's Gardens are very much calmer and quieter. Many years ago the residents persuaded the council to install the gate (marked by the short, thick black line) at the junction of Sullivan Road and Brook Drive to prevent motor-traffic cutting through their streets.<br />

Turning that gate by 90°, to the pink line, would create two cells - part of Brook Drive would become part of the Walcot Square quiet enclave - still able to get to and from their houses while enjoying the benefits that their neighbours have had for years. The other half of Brook Drive would be part of a newly calmed enclave of streets gaining the same or similar benefits.</div>

As well as enabling the residents of Brook Drive and Dante Road to have less noise, danger and air pollution, such a measure would increase the freedom for local children attending the local Charlotte Sharman, Archbishop Sumner and Crampton primary schools to easily walk or cycle to school at minimal risk. </div>

Turning the barrier may not be the ideal, or the whole, way of creating a back street area free of traffic that should be using the main roads. There may be a better location to install the traffic filter on Brook Drive. And there's a likelihood that some rat-running would relocate to use Wincott Street / Renfrew Road (the thin black line) so it makes sense to consider options and implement appropriate measures within the entire cell of back streets bordered by the A roads. I welcome suggested alternative options or additions in the comments section.</div>

It may be that all rubbish collected on Tooting Common is sorted for recycling, or maybe a clause in the cafe's lease requires the managers to extract recyclable items within a 100m radius of the cafe (in either case why not say 'waste and recycling bins').<br />

Or maybe none of the plastic bottles, aluminium cans etc. are recycled from here at all. Maybe the litter dropped on the ground is sorted for recycling, which is why people drop it near all these bins.<br />

I emailed the Parks contractor for Wandsworth (Enable Leisure and Culture) yesterday and had a prompt reply:<br />

<br />When the last trials took place people used the recycling bins for general waste and we were unable to recycle any and all went as general waste. If the café have there own bins it is their responsibility to dispose of the waste arising from them.<br />There is no allowance in the Parks Maintenance contract to recycle litter waste but we do ask our contractor to do this where ever possible which is not that often because of the sorting costs involved.<br />When Friends Of Tooting Common conduct their litter collections they do segregate recycling and take this off of the common. </blockquote>

TfL's plan totally ignores Lambeth's intent as laid out in its formally-adopted <a href="http://www.lambeth.gov.uk/parking-transport-and-streets/cycle-strategy">cycling strategy</a>:<br />
"Lambeth wants to encourage more cycling and believes that the only way to do this is to make cycling safe and attractive for a broader cross section of people. Anyone who wants to cycle should be able to – women, children, parents, older people – as happens in Denmark and the Netherlands. Our vision therefore is that: Lambeth will be the most cycle-friendly borough in London where 1- 100 year olds feel safe enough to cycle."<br />

I think it makes complete sense to improve bus efficiency, but not at the expense of people who would like to walk and cycle. How could we get 24/7 cycle tracks and bus efficiency without stealing pavement as TfL plan to do in their scheme? We could take a <a href="http://www.copenhagenize.com/2012/02/copenhagenize-traffic-planning-guide.html">Copenhagenize</a> diagram as our inspiration - giving the straighter lines to pedestrians, cyclists and bus users:<br />

Through banning cars and small vans from the A23, providing them with the exciting new Wiggleway (TM) in red below, space can easily be created for a cycle track on each side of the A23 with plenty of space for loading bays and floating bus stops, and a lane in each direction just for buses and lorries.<br />

The scheme may seem a little radical, but it's always good to know that options exist that don't give under-occupied cars priority over active travel on quality routes.<br />
<br />
Please have a look at TfL's proposals and ask yourself how they could be improved (a simple example: make the bus/cycle lanes 24/7 or 22/7 or similar) and share the ideas, and respond to TfL and your councillors.<br />

By saying 'his vehicle collided' the inference is<br />
a) the driver was a third party to the collision<br />
b) the telegraph pole was moving at the time of the collision<br />

A more accurate tweet would be<br />
"a van driver was trapped for about an hour after crashing into a telegraph pole"<br />
<br />
The inference, quite reasonably, is that the crash (not collision as the pole, typically inert, is not known to have been moving) happened to some extent due to the driver's actions.<br />
<br />
It stops short though of saying that the driver "crashed his van into a telegraph pole" as there is a remote possibility that the crash was independent of the driver (e.g. part of the steering suddenly shearing).<br />
<br />
If you read the <a href="https://officialwmas.wordpress.com/2016/02/15/a-van-driver-was-trapped-for-about-an-hour-after-his-vehicle-collided-with-a-telegraph-pole/">press release</a> the van comes across as being totally self-determining:<br />

A West Midlands Ambulance Service spokesman said: “Crews were told that the white panel van was heading towards Warwick when it left the road and collided with a telegraph pole."</blockquote>
I sympathise with the Ambulance Service writer for wanting to soften the blow, avoid suggesting fault etc. but that's not what happened in the case of the child cycling by their school.<br />

Poorly executed campaigns and opportunistic press releases, intended to make people behave in a safer way, can scare people right off cycling, or letting their children cycle.<br />

Which parent would read the <a href="https://officialwmas.wordpress.com/2016/02/11/teenage-cyclist-lucky-to-escape-serious-injury-after-head-hits-winsdscreen/">press release</a>, look at the images, and think, "If I make my child wear a helmet they'll be fine in a collision like this with a van, so I'd like my child to start cycling to school"? There is no sense of celebration that a 14 year old is actively travelling to school, and no advice on how to avoid a collision. Implicit, I think, is a recommendation not to let your child cycle to school. <br />
<br />
A key <b>challenge</b> is how to communicate effective and reasonable ways to reduce the likelihood or severity of an incident <i>without</i> discouraging people from doing an activity beneficial to their health. Ideally of course, the messaging should positively encourage more people to take up the desirable activity!<br />
<br />
<b>How can this be done?</b><br />
Trauma related stories are newsworthy due to our love of other people's gore and misfortune. I think that professional health communicators must ensure their story sits within the wider health objectives. Though visually compelling, the image of a tuft of hair in the windscreen is probably not an appropriate one to provide to the media in this case, in fact a press release and tweets may be inadvisable at all.<br />
<br />
Taking the West Midlands incident, I imagine that it could play out as follows (NB I don't know the full story, the area, the local authority, the local press or the school at all, so please treat this purely as fiction not fact)<br />
<ul>
<li>The collision happened between a child cyclist and a van being controlled by an adult driver outside a secondary school on this B road (a clearway with a 30 mph speed limit so far as I can tell). The pavement appears not to be designated for shared use by pedestrians and cyclists. </li>

<li>The child was injured, though apparently not seriously. </li>
<li>The ambulance service does not consider fault. Messages should however be devised in consideration of Highway Code rule 204 "The most vulnerable road users are pedestrians,<span style="background-color: white;"> <span style="color: red;">cyclists</span></span>, motorcyclists and horse riders. It is particularly important to be aware of <span style="color: red;">children</span>, older and disabled people, and learner and <span style="color: red;">inexperienced</span> drivers and riders."</li>
<li>Is it known if the collision (regardless of fault) happened at a moderate speed? How significantly does speed affect the severity of impact, relative to other preventative measures?</li>
<li>The health service and council want more children to cycle to this school</li>
<li>The collision will result in a local concern about the safety of children cycling - some parents may stop their children cycling and others will not allow their children to start. Appropriate reassurance and remedial action is needed within that community as quickly as possible.</li>
<li>It is questionable whether there is positive value in publicising this collision in the wider community. Does the press need to be informed and are tweets beneficial here?</li>
<li>We need to identify and convey ways that the likelihood and/or severity of a cycling incident can be reduced while encouraging the uptake of cycling locally.</li>
<li>The authorities need to show they are acting in a joined up way to get people cycling in safety.</li>
</ul>
<b>What could a press release</b> <b>say?</b> (assuming one is needed)<br />
I've doodled a few initial ideas here . I am sure that certain statements in this style could be 'stock' ones ready to be used without delay in the event of a collision where a vulnerable road user is hurt.<br />

A van, being driven by a YY yr old man, has collided with a 14 year old who was cycling outside XYZ secondary school. The boy was treated in hospital for a cut to his head before returning home the same day.<br />

The West Midlands Director of Public Health commented, "We want to see more children keeping fit and reducing air pollution by cycling to school instead of being driven. While collisions like this are rare, we are working with the council, police and schools to make cycling even safer. Obviously we would rather this collision had not happened, but we are thankful that serious injury was avoided, most likely because the collision happened at a moderate speed. We urge adults who are driving not to exceed 20mph in areas where children could be walking or cycling, and give these inexperienced road users plenty of time and space. "<br />
<br />
The School's Head Teacher said, "We have asked the council to provide cycle training courses in school this term to encourage pupils to cycle and develop their skills. The training will include demonstrations of routes to school, where they exist, that avoid all or most traffic. Free bike marking, locks and helmets will be made available to all pupils. We would like the police to increase enforcement against careless road users on this road with immediate effect."<br />

The Council's Head of Highways reported, "We have been moving towards 20mph speed limits on the city's roads since 2012 to reduce road danger. As this B road passes a school we will bring forwards plans for a 20mph limit here. Having crossed the road you continue down a one-way street (Frazier Street). Currently this is used as a rat-run, but hopefully as part of Quietway related measures motor traffic will be banned from turning right into it. This is tricky because you get a green for very few seconds, then there's a second set of lights in the guerilla garden in the centre of the road. It will take two or three light phases to get all the pupils across. This is largely due to the cycle lights being regulated to be at a different time from the yawningly long green light for pedestrians crossing (this is to avoid imaginary cyclist / pedestrian conflict, imaginary as no cyclist ever turns to go through the pedestrian crossing because it's a nonsense route). Achieving a long green light across one arm should be an easy fix by TfL - simply ban the turns across the pedestrian crossings as cyclists don't make them anyway.<br />

The friendly Operations Manager for the store apologised for the non-arrival of stands. She has been told they may be in place by the end of the month and said that Waitrose's Corporate and Social Responsibility team are applying pressure to the land owners so far as they can.</div>

Ballymore, the site developers who own the alley, and Wandsworth Council, who own the pavement, should totally understand the planning intent for this area to be super cycle friendly. I can't believe it is beyond the capacity of one or other to install some racks within a few days given the vast expanse of empty pavement available. I would have expected them in place ready for the store opening. They weren't. Christmas has come and gone, as has January, and still nothing's been installed. Maybe cycle stands can be in place ready for Valentine's Day?</div>

This is how the back of the building looks. There's gated parking for hundreds of pool bikes alongside the students' own ones. It's not very pretty but a thousand or so bikes parked looks a lot less ugly than than a thousand cars, and there may be more landscaping to come.<br />

• London’s Low Emission Zone, first introduced in 2008 and progressively extended since.<br />
• Congestion Charging Ultra Low Emission Discount – a 100 per cent discount for the lowest emitting vehicles.<br />
• Cleaner TfL buses – ensuring that London’s bus fleet continues to reflect the latest and cleanest emissions technologies.<br />
• Zero emission vehicles and charge points, encouraged through the Mayor’s Electric Vehicle Delivery Plan.<br />

• The Mayor’s Air Quality Fund provides match funding for boroughs to deliver innovative air quality improvement projects. This complemented the Clean Air Fund, which during 2013 implemented a range of measures at particulate matter (PM10) hot spots, funded by the Department for Transport.<br />
• Clear Zones – providing support and funding for Clear Zones where specific measures were implemented to give spot treatments (implemented in Camden, Westminster and Tower Hamlets). Also, supporting access restrictions more generally where road space is given over to other uses, restricting road space and lowering traffic and emissions in the area.<br />

In terms of future policies, (there needs to be a) fundamental approach to reducing transport CO2. This might include increased emphasis on measures such as:<br />
• Developments that minimise transport emissions and the need or desire to travel.<br />
• Transforming the way in which existing areas operate, for example through Low Emission Neighbourhoods.<br />
• Maximising climate change mitigation being a core consideration of transport and spatial planning decisions.<br />
• Increase in the rate of transition to low carbon and renewable sources of transport energy for both road and rail based transport.<br />
• Increase in transport energy efficiency and the proportion of trips made by more sustainable modes, such as walking and cycling.<br />
<br />

We walk or cycle because, like two-thirds of households in Lambeth we don't have a car and it's sufficiently close that a bus ride is not needed.</div>

Those who have cars will be tempted to drive rather than walk, while others will take a bus each way. Alternatively people may opt to pay for the package to be delivered, likely to result in an additional van journey.</div>

I'm doing a bit of reading in preparation, plus having some thoughts (up first, reading list below).<br />

THOUGHTS<br />
Achieving results seems to be a real challenge.<br />
Motor traffic is key. Much traffic moves through Lambeth on TfL controlled roads so Lambeth's influence is limited. Does London's new Street Types designation reflect borough's current or desired position?<br />
Government policy affects mode choice as will petrol prices etc.<br />
The population is growing in London and in the borough. There's a lot of construction traffic.<br />
2017 - 2022 is likely to be too long a stretch for one set of target objectives given the slow pace against previous targets. We need hard targets in a short time frame.<br />
Planning for accessibility, rather than for mobility - provision of services, shops, jobs within active travel distance.<br />
What worked and what didn't work in the previous plan, and why?<br />
TfL has <a href="http://kenningtonpob.blogspot.co.uk/2016/01/how-can-lambeth-deliver-tfls-air.html">a useful list of headings/action</a>s that could form core headings for Lambeth's plan<br />

What other borough plans are relevant:<br />
- How much of the AQAP does Lambeth's 2011 - 2031 Transport Plan already meet? Is the Transport Plan on target. What is/isn't working, and why?<br />
- How will next Transport Local Implementation Plan be developed and when will it be submitted?<br />
Budget may be an issue - it may need to be reallocated from other areas within transport. What resources are available? How is S106/CIL money used to support AQAP? How is income from parking fines etc. allocated within transport - how well are fines being collected? Who scrutinises outcomes?<br />
- Lambeth's <a href="http://moderngov.lambeth.gov.uk/documents/s78390/FPR%20Appendix%201-%203%20Year%20CIP.pdf">revised budget</a> (PDF) for 2016/17 and 2017/18 has nothing for cycling infrastructure versus £1.4m in 2015/16. Does this make sense? What was the original budget for these years? Why the change?<br />
- In 2016 Lambeth will agree a new Community Plan with partners. This will set out a 10<br />
year vision for the borough, and the positive changes Lambeth will seek to achieve with partners<br />
to make that vision a reality. How does the AQAP plan fit to that?<br />

It would be good to identify quick wins: affordable, uncontentious, and quick to implement but only if they are also effective<br />
For more expensive or more contentious measures then a strategy to achieve them is needed.<br />
Think Engineering (inc. planning conditions, planting etc.), Education (discouraging short journeys by car), Enforcement (taking action against polluters)<br />
To enable Co-design ensure transparent reporting against targets (with a chance to query reports) is in place.<br />

The Council designated the whole Borough an Air Quality
Management Area (AQMA) for the NO2 and PM10 in 2007. The 2015 Updating and Screening
Assessment for Lambeth Council (<a href="http://www.lambeth.gov.uk/sites/default/files/pnp_Updating_and_Screening_Assessment_2015.pdf">PDF</a>) shows the scale of the challenge:<br />

For NO2:<br />
<br />
<ul>
<li> the LB4 kerbside site at Brixton Road easily exceeded the objective in 2014 (ed exceeded = failed to meet). It has
exceeded the objective for all years reported and consistently monitored some of the
highest concentrations in London. </li>
<li>The industrial site at Vauxhall Bondway (LB5) exceeded the objective for all years
reported, including 2014</li>
<li>The background site at Streatham Green (LB6) did not exceed the AQS annual mean
objective of 40 µg m-3
for 2014, with an annual mean concentration of around 37 µg
m
-3
. This represents a borderline concentration with the objective (ed: it only just met the objective in 2014). The site has
exceeded the objective previously in recent years, including 2010 and 2013</li>
<li>The 2014 results show that only the LB4 (Brixton Road) site exceeded the hourly
mean objective (by an extremely large margin), even with reduced data capture. The
site has also previously exceeded this objective by a large margin in previous years.
As noted earlier the site is located near the kerb and it is extremely polluted due to
the road traffic. </li>
</ul>

For PM10<br />
<br />
<ul>
<li>All of the Lambeth monitoring sites met the annual mean objective in 2013, other
than the LB5 site at Vauxhall Bondway, which was borderline with the objective. The
site is close to the Vauxhall bus interchange and in previous years it has exceeded
the annual mean. The Brixton Road kerbside site (LB4) has also monitored high
annual mean concentrations greater than 30 µg m-3
for each year reported. For this
site the monitored concentration in 2012 was borderline with the objective.
Concentrations monitored at Streatham Green (LB6) however were lower and more
in line with background concentrations. </li>
<li>The daily mean objective, which has been exceeded more widely across the UK than
the annual mean objective, is reported in Table 2.5. The monitoring results for the
Vauxhall Bondway (LB5) show that the daily mean objective of not more than 35
days with a mean 24-hour concentration greater than 50 µg m-3 was exceeded for all
of the years shown (other than 2012 when there was very low data capture). </li>
<li>The objective was also exceeded at the Brixton road (LB4) site in 2011 and 2012
only. In 2014 the objective with met, based on the 90 percentile. </li>
<li>The Streatham
Green (LB6) site met the objective for all years reported. The daily mean standard of 50 µg m-3
however was exceeded at all sites for all years
shown, although as expected there were fewer occurrences at the background site at
Streatham Green than at other two sites. </li>
</ul>

Following the red-route from Meadow Road, bottom left, a child cycles onto the segregated CS5 by the cricket ground onto the A202 Harleyford Road, then turns right via a Toucan to access Kennington Oval. The child, following LCN3, would normally turn left then into the segregated cycle lane on Vauxhall Street and continue up across to the lights - to reach Vauxhall School for example. We should get the chance to experience the emerging high quality infrastructure: the North South Cycling Superhighway on St George's and Blackfriars Roads; CS7 by Kennington Park; CS5 from Oval over Vauxhall Bridge; maybe even some of the East West Cycling Superhighway.<br />
<br />
The basic, underlying framework for cycling is more than cycle tracks - you also need a cycle and to know how to ride it.<br />
<br />
Today I visited one of the schools I'll be teaching at later this term to talk to the year 5 pupils (9 year olds) about the forthcoming course and get them enthused. It's not part of the job, but I want the pupils to have a really positive experience so when I have the time I write to the schools and go along if they would like me to.<br />
<br />
I'm also trying to identify potential barriers to pupils taking part or doing well, so I ask the children to complete a very short tick-box questionnaire after my talk.<br />
<br />
I learnt that:<br />
<ul>
<li>Only 11 of the 38 pupils have working cycles that fit them (20 - over half - don't have a cycle at all).</li>
<li>12 pupils haven't yet learnt how to cycle, so the Bikeability course, for existing riders, isn't suitable for them. Just one has a working cycle that fits (two have a cycle but it's too small, nine don't have a cycle). </li>
<li>26 pupils can cycle but only 10 have working cycles that fit (11 don't have a cycle, one has a cycle but it's too small, four have cycles that need repair). </li>
<li>The pupils are really keen to have cycle training.</li>
</ul>

I'll see if some beginner cycle training can also be provided and the the council may loan some cycles to the school for the training week, but some pupils may take a few days to hone their rusty off-road cycling skills and they'll have nothing to practice on after the course. I gave the teachers a few copies of my <a href="http://kenningtonpob.blogspot.co.uk/2016/01/advice-for-local-year-56-primary-school.html">local advice sheet</a> to hand out - and this may be the perfect place to trial a new yr 5 / 6 community cycle library project I've been doodling up. More on that shortly.</div>

I led a ride today and two women turned up on identical bikes. The bikes were too large for the riders to use comfortably, but I was told that the bikes were provided for the use of students at a new central London halls of residence and all the bikes were the same size. The student I was speaking with said that about half the residents were from China, and tended like her not to be very tall.</div>

I expect that planning condition for the halls of residence was conditional on some travel plan actions being implemented, including providing cycles for residents to use. I suspect that the company had sought to comply with the requirement as economically as possible, without giving any consideration to the likely residents.</div>

Someone had probably sourced and bought a cheap, bulk deal of one-size bikes without expensive 'niceties' like mudguards (which would have been very much appreciated this wet afternoon) or gears.</div>

I would expect that the provision of a number of smaller bikes, with a step-through frame, three hub gears, mudguards, a kickstand and pannier rack would result in more journeys being made by bikes - surely the intent of any requirement to provide cycles.</div>

There is a simple way to reduce pedestrian / cyclist conflict at this point, which is to replace the barrier you can see with a retractable bollard so that cyclists can easily and conveniently enter and exit Belvedere Road rather than Belvedere Road (Obstructed) Pavement.<br />

The Toucan allowing access from the upstream side of Westminster Bridge Road should remain, but cyclists would move to the right to enter Belvedere Road, reducing interaction with pedestrians. Likewise cyclists emerging from Belvedere Road can cross on the Toucan parallel to pedestrians instead of co-mingled.<br />
<br />
Given that this is a Sustrans National Cycle Network Route, that there is minimal motor traffic on that private section of Belvedere Road, and that an original condition of planning consent is to provide a cycle route here, why is a simple improvement not being shown?<br />
<br />
The money is there - S106 funds were negotiated by Lambeth Council, consequent to <a href="http://kenningtonpob.blogspot.co.uk/2014/02/oppose-planning-application-for-new.html">responses</a> from the public, to enable this as a requirement for Merlin Entertainment's receiving planning consent for Shrek's Adventure on the Shirayama owned former County Hall site.<br />

It is well known that the owners of this land are <a href="http://kenningtonpob.blogspot.co.uk/2010/08/inscrutable-shirayama.html">difficult</a> to deal with regarding cycling. But if TfL with their new cycling scheme and budget; Lambeth Council with their S106 money and aspiration to be London's Most Cycle Friendly Borough; local politicians eager to reduce pedestrian / cyclists conflict at the crossing and local cycling and equality campaigners are all in favour of this easy solution then it must surely be possible, finally, to force quality cycling and pedestrian provision to be provided.<br />

My mother rang me from the top deck of a bus some twenty minutes after we'd left the theatre on Strand. I had cycled home but she was still on Strand, her bus stuck behind an endless sea of black cabs, many empty.<br />

I was reminded of this yesterday when I attended an Urban Design London course that looked at the junction of Baylis Road and Waterloo Road and the difficulties of creating a satisfactory cycling Quietway on this designated route, a B road used by a considerable number of commuter cyclists, buses and taxis.<br />
<br />
The Quietway at this point is part of Lambeth's flagship London Cycle Network route 3. Approaching the junction with Waterloo Road you cross a taxi access, and most taxis here are empty or have just one passenger - hardly London's mass transit solution:<br />

From here the cyclists move across the Keep Clear area to the cycle lane you can just see <u>between</u> the two vans, to access the Advanced Stop Line at the traffic lights. The traffic lights may turn green as the cyclist approaches, which presents a challenge if s/he wishes to turn left.<br />

The 'near market' orange cyclist riding up the Quietway emerges from the left hand semi-segregated cycle lane and still crosses to the green lane in the middle as some red motor traffic (many buses) from the general traffic lane crosses, contra-wise, to the left hand lane. Blue taxis emerge from or enter the side road across the hatched yellow box.<br />

No-one felt this was a good scheme, but the engineers had failed to come up with something better.<br />
<br />
Last night I think I did, and I'd like you to propose this, or similar, in your consultation reply.<br />

Let's look at the context. The blue circle shows the junction and we are concerned primarily with the movement from the bottom left. The red lines shows the Quietways. The black lines show the principal taxi entrances and exits for Waterloo Station. The Green line shows the A road approach from the Quietway towards the Imax roundabout, for Waterloo Bridge or continuing across towards Blackfriars.<br />

The first thing to note is that there is no need for general traffic making its way from Lambeth North to the Imax roundabout to use Baylis Road, a B road, and turn left at the end onto Waterloo Road. Any deliveries to that short stretch can be made by travelling up the Waterloo Road from Westminster Bridge Road or from the Imax roundabout.<br />

Secondly, taxis have a traffic light controlled entrance and corresponding exit onto the A road, away from the Quietway. Why ever should we provide taxis, a hugely inefficient form of mass people transit, with two entrances and exits to the station, to the detriment of bus, cycle and foot journeys?<br />
<br />
The overwhelming majority of people who take taxis could (my <a href="http://kenningtonpob.blogspot.co.uk/2015/06/are-so-many-taxi-journeys-really-needed.html">observation</a> suggests) reasonably be expected and encouraged to use public transport, cycle or walk instead. People who need or wish to take taxis still have a perfectly adequate entrance and exit from the station.<br />
<br />
We now have a segregated cycle track, shown in green below, running to the junction (stop line moved back to wider road width section allowing space for a traffic light island). There is a <b>bus-only</b> left-turn lane, shown in red, and a straight-on general traffic lane to its right.<br />

Buses are released to turn left while cyclists and the general traffic lane are held at red. Buses don't get held back by taxis and other general traffic turning left into Waterloo Road or on Waterloo Road. At the same time traffic can turn right into Baylis Road from Waterloo Road. The bus lane light, and the corresponding light from Waterloo Road, then go red.<br />
<br />
Cyclists then get a green to go straight-ahead or left at the same time as the general traffic gets a green to go straight ahead. There is no turning conflict for cyclists with taxis for Waterloo, nor at the traffic lights, and they get their own time on Waterloo Road separate from buses. (A two stage right turn into Waterloo Road can also be accommodated). This is a child suitable 'near market cyclists' Quietway design.<br />
<br />
Cyclists can also have a Quietway link into and out of Waterloo via Lower Marsh (the yellow lines). There could be a larger cycle hire docking station here too.<br />
<br />
Buses, general traffic and cyclists aren't inconvenienced or put at risk by taxis turning into Waterloo Station.<br />
<br />
Pedestrians have improved public realm between Waterloo Road and Lower Marsh.<br />
<br />
Taxi users can still use Waterloo Station at the same cab rank. Some taxi journeys may be a tad longer to exit the station, but I think that's acceptable given their relative inefficiency as a mass form of transport.<br />
<br />
All premises remain accessible by motor vehicle.<br />

Finally, let's look at how this matches up to Lambeth's Transport Plan (2011):<br />

"Travel is good for the soul" is a phrase that rings true to me. I like getting out and about, having new experiences, seeing new things.<br />
<br />
We also know that people are generally content to commute for up to an hour in each direction (whether by foot, cycle, bus, car or train). I suspect that people are unhappy if they don't get some travelling done most days.<br />
<br />
How can our desire to travel, and maybe an innate need to get out and about, be squared with reducing our travel-related carbon footprint?<br />
<br />
1. Separate 'travel' from 'delivery'.<br />
a) If I walk to a local charity shop and buy a pair of second-hand jeans there, I can cut out a motorised journey to a shopping centre, or a delivery van being driven to my home following my online purchase. The jeans are likely to have been delivered, maybe on foot, to the shop by a local resident from their home, rather than being transported from a manufacturing company overseas to a wholesaler to a retailer, then taken home by me.<br />
b) If some of the food I buy has been grown locally rather than abroad, I have reduced energy consumption on delivery.<br />
c) Ask your cafe to serve you your coffee in washable crockery rather than disposable, reducing in a small way the number of journeys delivering consumables to the cafe and delivering waste to recycling/landfill.<br />
<br />
2. Think about what you want to see and why.<br />
Do you really benefit by going to New York as a Londoner? Might you get the same adventures being a tourist in your own backyard? Book a hotel near where you live, do some of the tourist things you haven't done locally, walking and cycling around lots, eat at restaurants you wouldn't normally eat in, join a tourist walk or ride.<br />
<br />
Look closer at where you live; maybe get into <a href="http://londonpavementgeology.co.uk/">pavement geology</a>! Might an hour wandering around identifying local trees nurture your soul as much as a trip to Kew Gardens?<br />
